Can I access my data, as a patient, for free?

If the institution provides the patient with the access details for the examination, the examination is available to the patient on the DATAMED portal free of charge and without a time limit. This is the case in 99.5% of cases - i.e. the patient almost always uses the portal free of charge using the access credentials issued by the institution.

About DATAMED system

DATAMED is a medical diagnostic information system used by medical institutions to support the operational treatment process, to describe examinations, and to preserve and provide access to specialists and patients.
More than 80 public, municipal and private clinics, laboratories and more than 600 general practitioners use this solution on a daily basis, which enables them to work with digitally accessible examinations. Around 2 000 doctors and up to 10 000 patients use the system daily. At the same time, patients save time and money to receive and deliver their results to another institution, GP, insurer, etc. when the patient's own presence is not required. And in emergency situations, when a patient's health and life need to be saved, the DATAMED system allows institutions to quickly transfer the tests to the necessary specialists.
Some institutions do not upload the results to DATAMED but allow the patient to call them from the institution's system. Once authenticated in the system, the patient's request is considered as an official request to the institution concerned to provide the documents requested by the patient.

Multiple results from different types of tests, available in one place, in one system, instead of having to search through different institutions, systems, archives, papers, etc. Patients save a lot of time and money to get and take the test to another institution, GP, insurer, etc., when the patient's own presence is not needed.
DATAMED facilitates the treatment procedure for people abroad who need earlier examinations.
In emergency situations, when the patient's health and life need to be saved, the examinations in the DATAMED system can be quickly forwarded by the medical institutions to the necessary specialists.
Reducing the number of repeat examinations is a topical issue in the healthcare sector. DATAMED contributes to avoiding repeat examinations, thus saving money for the State and the patient, as well as avoiding repeated exposure to radiation. If the required examination has recently been performed elsewhere, it can in most cases be viewed in DATAMED.
Sending test results by e-mail is insecure and DATAMED advises against sending sensitive information by e-mail where possible, but recommends using closed information systems with nationally recognised personal authentication tools to access the results.

Cooperation agreements have been concluded between medical institutions and DATAMED, which regulate the terms of cooperation, the responsibilities of the parties, the functionality of the system, security, access rights, etc.
For the purposes of the relevant agreements and the Data Protection Act, the medical institution shall be considered the Controller, and DATAMED shall be considered the Data Processor (operator) in cases where it processes data of natural persons on behalf of the Controller. The Processor performs the activities related to the processing of natural persons' data on behalf of the Controller and the Controller assumes responsibility for the compliance of these activities with the laws and regulations governing the protection of natural persons' data.
The Controller (medical institution) has the right to process personal (patient) data without the patient's consent in the cases set out in the Law on Patients' Rights and the Law on the Protection of Personal Data of Individuals.
Controllers processing sensitive personal data (including medical data) are required to designate a data protection officer responsible for the processing of personal data in accordance with Article 21 of the Personal Data Protection Act.
If a patient feels that he/she has not been informed about the processing of his/her data, he/she should apply to the relevant medical institution to justify the processing or to stop the processing of the data of a specific patient. Please note that nowadays, without the recording and processing of personal data, the possibilities of providing medical services are very limited.
The institution is not obliged to agree with the patient the partners and information system manufacturers it chooses for its work or treatment processes, including the delivery of results to patients. At the request of the patient (data subject), the institution (controller) must indicate who its data processors (operators) are.

If the institution provides the patient with the access details for the examination, the examination is available to the patient on the DATAMED portal free of charge and without a time limit. This is the case in 99.5% of cases - i.e. the patient almost always uses the portal free of charge using the access credentials issued by the institution.
According to the statistics, only about 5 out of 1000 patients use a paid service to access their data on the DATAMED portal. These are cases where patients are unable or unwilling to obtain access details for their individual examination on the portal, or do not use the facilities provided by the institution to obtain results in person at the institution or in its information system.
This service in no way restricts the patient's right to receive the results of examinations and other information free of charge at the medical establishment, in accordance with its internal procedures. The patient may choose either to request the tests in the establishment in the normal way or to access them quickly and conveniently via the DATAMED portal, at any time of the day or night or from anywhere in the world, for a small fee for using the portal.
Before paying, the patient is presented with information on all the test results available in the system and can decide whether they are needed and whether the service should be purchased.
We have agreed with most medical institutions that access to the portal is free of charge for 30 days after the test. Some medical institutions provide their patients with unlimited and free access.
DATAMED's core business is the development and provision of information systems for medical institutions. The patient access portal is an added convenience, a functionality where the subscription fee covers the cost of secure authentication, online banking, development and maintenance of the portal.

Authorization

You can log in using internet banking, eID card. This way of authorisation gives you free access to your examinations in the portal for 30 days after the date of the examination. During this period, you can download and save the examination to your storage medium. Older examinations are marked with a lock.
You can authorise yourself with the examination access details (username and password) issued or sent to you by the medical authority, either on a printout or by e-mail. In this case, you will have unlimited access to that specific examination.

Investigations of children and dependants
You can now view and download the results of medical examinations of your wards (i.e. minor children) in seconds! The latest features of the DATAMED system allow you to check the current guardian status of the authenticated person in the official registers, and to present the relevant examination data of your wards.
To access the function, log in and securely authenticate yourself in the system, then click on the button "MY PROTEGES".
New parents should note that until a personal code has been assigned to the child, it will not appear in the newborn examinations and the system cannot link them to the data of the protected persons.

If you are a foreigner who does not have a Latvian ID number, or do not use any of the connected Internet Banks, or want to access another person's examination, request it from the relevant institution - and the institution or the patient concerned can send you the result of the examination via 2-factor access: 1) a link to the examination in an email, and 2) a password on your phone.
When you log in to the DM portal, enter your mobile phone number (the same as the one you provided when you registered for the test or the one provided by the sender).
A passcode (valid for 10 minutes) will be sent to your mobile phone, which will allow you to view, download, save or transfer the examination document.
If you need to access the examination again, click on the link you received in the email and you will receive a new access code when you log in with your mobile phone.

Otherwise, please contact the institution where the test was carried out to find out how you can get the results. The institution may be able to provide you with, for example, X-ray film printouts, CDs/DVDs of the examination, access details for a specific examination in the DATAMED system. Several institutions also send results to the National eHealth system.
